Poland admits that the cost of the law on energy prices will be PLN 8.1 bln, not PLN 6.3 bln

Poland’s Ministry of Climate and Environment has taken into account the MinFin’s comments to the draft on the partial unfreezing of energy prices from July this year, which indicate that the cost of the law will be PLN 8.1 billion (EUR 1.88 bln), rather than PLN 6.3 billion (EUR 1.46 bln), according to the climate ministry’s response to the inter-resort consultation.

According to the MinFin, the draft provides for costs, which are not included in the regulatory impact assessment (RIA), of around PLN 1.8 billion (EUR 417 mln) and in 2024-25 they are not PLN 6.3 billion (EUR 1.46 bln), as shown in the RIA, but PLN 8.1 billion (EUR 1.88 bln). The Ministry of Cliamte and Environment has written that, with regard to this comment, it has been taken into account by making corrections to the Regulatory Impact Assessment.

According to the draft law on the energy voucher, the maximum price of electricity in the second half of 2024 is to be PLN 500 (EUR 116) per MWh for households and PLN 693 (EUR 160.5) per MWh for local government units, public utilities and small and medium-sized entrepreneurs. Currently, the maximum price of energy for households is PLN 412 (EUR 95.4) net – excluding VAT and excise duty – per MWh for consumers who do not exceed the set limits. The bill also provides for an extension of the maximum price mechanism for electricity. This price will apply in the second half of 2024 and is to be set at PLN 500 (EUR 116)/MWh for household consumers, and at PLN 693 (EUR 160.5)/MWh for local government units and public utilities.
