
FREETOWN, October 31, 2025 – Italy’s Eni has signed a reconnaissance permit agreement with the Petroleum Directorate of Sierra Leone to advance offshore technical studies, the PDSL said on Friday.
A reconnaissance permit is a short-term, non-exclusive licence that allows a company to conduct preliminary, non-intrusive geological and geophysical studies in a defined area — usually to evaluate the potential for oil and gas exploration.
The agreement supports the government’s drive to attract investment in the hydrocarbons sector and promote sustainable resource development.
“This agreement will strengthen institutional capacity, enhance data quality and generate valuable insights to inform responsible oil and gas development for the benefit of all Sierra Leoneans,” petroleum directorate director general Eng. Foday B. L. Mansaray said.
The permit allows Eni to carry out geological and geophysical evaluations under a minimum work programme, laying the groundwork for future exploration and drilling.
President Julius Maada Bio welcomed the agreement, stating it signalled Sierra Leone’s readiness to harness its natural resources as part of its agenda for economic diversification and prosperity.
The PDSL said the agreement reflects the country’s broader oil, gas and economic transformation agenda and its commitment to a stable and attractive investment environment.
