
Angola will launch a new oil and gas licensing round in Q4 2025, targeting blocks in the Kwanza and Benguela basins, Angolan Minister of Mineral Resources, Petroleum, and Gas Diamantino Pedro Azevedo announced on Monday.
The new licenses are intended to boost Angola’s oil production and maintain output above 1 million bopd beyond 2026. Azevedo stated that the round marks the final phase of a licensing strategy initiated in 2019 to award 50 concessions and counteract declines in oil productivity due to falling yields in mature wells.
Angola plans to offer open acreage in proven hydrocarbons zones and spur new upstream investments. The new licenses are intended to complement Angola’s permanent offer regime and marginal field development programme, both of which seek to monetise smaller or underdeveloped assets.
“We have a goal to achieve 1 million bopd in the next year. Even though we have a lot of developments, we are a country with mature wells in our fields. Our solution is to look for new deposits,” said Azevedo.
The Ministry of Mineral Resources, Petroleum and Gas oversees Angola’s energy policy and licensing regime, and is responsible for upstream strategy, local content regulation and sectoral reform.
Azevedo noted that recent legislative reforms and a flexible licensing framework have helped attract new entrants and encouraged reinvestment from incumbents. The government is also advancing policies to promote the participation of domestic companies in the oil and gas sector.
